A Worker's Worth

I remember when I saw this sign in a construction zone along a highway in Michigan.  I never reconciled in my mind how I felt about the message.  Yes, there should be a penalty for injuring or killing a worker, but the penalty seems a bit off.  I don't know, maybe I'm just reading too much into it, but how on earth would this be fair punishment, or should I say adequate?  The bottom line: SLOW DOWN.
